All VirtualBox versions starting from 3.1 up will only work with OS X 10.5.x or above. Mac OS X Server 10.5.x can still serve AFP shares to Classic Mac OS computers and I have verified this with Mac OS 8.6 - Mac OS 9.2.2. Mac OS X Server 10.5 seems capable of everything that 10.4.x can do with the exception of maintaining Macintosh Manager for Classic Mac OS Clients. I wanted to use Mac OS X Server 10.4.11 but settled with 10.5.8 which is apparently supported although you have to add a CPU idling extension. You can run it in Qemu with a performance hit and complex configuration. Mac OS X Server 10.4.x has never been supported by any virtualisation solution and there may be licensing issues since Apple only supported virtualisation with Mac OS X Server 10.5.x onward.
